Talk to those whose products and services you use
Give suppliers your business card and invite them to use your restaurant for entertaining clients or the staff Christmas party. Ask if they know anyone else who might also be interested. Let them know you’re looking for more business. Ask them to display your card in their premises (printers often do and likewise supermarkets and hairdressers etc.)
Attend meetings of professional groups
Group Group meetings such as the Chamber of Commerce, Rotary Club or local business organisations are always good places to network. Keep a supply of business cards in your pocket where they’re readily to hand. Walk around and introduce yourself to everyone. "Hello, I’m Andy and I run the XYZ restaurant” slipping your business card into their hand at the same time. Don't forget to ask what that other person does and really listen to them. They'll be flattered by your interest and will remember you because of it.
Become actively involved with these groups
This will give you more opportunity to meet potential prospects (though don’t advertise this as the reason you’re there!). While you may not have the time to become deeply involved in all their activities, you could still make a valuable contribution by offering useful ideas and occasional help with small projects.
